KEBIJAKAN SERTIFIKASI GURU DALAM PENINGKATAN MUTU PENDIDIKAN: STUDI ATAS GURU BERSERTIFIKASI DI SMP NEGERI 1 KOTARIH

Abstract

The teacher certification policy is the first policy designed by the government, namely the Ministry of Education and Culture, in order to improve the professionalism and competence of educators through the provision of teacher certificates accompanied by teacher professional allowances. The determination of this policy immediately guarantees a significant increase in the quality of education in Indonesia. Therefore, the study aims to explain how teacher certificates can play a role in improving the quality of education or student learning outcomes. This qualitative study involved a secondary school, namely State Junior High School (SMPN) 1 Kotarih. The technique of data collection was carried out using several instruments, namely interviews, observations and documents. The results of this study indicate that the teacher certification policy has a very important role in improving the quality of education at SMP Negeri 1 Kotarih. Teacher certification is obtained after the teacher concerned participates in various potential development programs so that they are skilled, competent and insightful so that in carrying out their duties and responsibilities they do it professionally. Thus, the certification policy has implications on the one hand, teachers become professional and receive financial benefits, and on the other hand the learning process becomes more effective and systematic. Therefore, the certification policy has a positive influence on improving the quality of education in schools. This can be seen, for example, from the implementation or evaluation of learning consistently with the expected procedures.
