The formulation of the problem in this research is: How the influence of individual characteristics, organizational climate and compensation partially or simultaneously to the effectiveness of the Employee Balai Pendidikan dan Pelatihan Pekerjaan Umum dan Perumahan Rakyat (PUPR) Wilayah I Medan. This study aims to identify and analyze individual characteristics, organizational climate and compensation to the effectiveness of the Employee Balai Pendidikan dan Pelatihan Pekerjaan Umum dan Perumahan Rakyat (PUPR) Wilayah I Medan either partially or simultaneously. With sampling technique in Total Sampling then the sample in this study is the entire population of all employees of effectiveness of the Employee Balai Pendidikan dan Pelatihan Pekerjaan Umum dan Perumahan Rakyat (PUPR) Wilayah I Medan as many as 61 people.With the technical analysis of data descriptively and multiple linear regression analysis. The result of this research shows that Partially individual characteristic variable positively influence to attachment of Balai Pendidikan dan Pelatihan Pekerjaan Umum dan Perumahan Rakyat (PUPR) Wilayah I Medan for 2,537 and significance value 0,014. Partial organizational climate variable positively affects the attachment of the Balai Pendidikan dan Pelatihan Pekerjaan Umum dan Perumahan Rakyat (PUPR) Wilayah I Medan for 4.568 and the significance value 0.000. Partial compensation variable positively affects the attachment of the Balai Pendidikan dan Pelatihan Pekerjaan Umum dan Perumahan Rakyat (PUPR) Wilayah I Medan 2,795 and significance value 0,007. Individual characteristic variable, organizational climate and competence simultaneously affect the attachment of Balai Pendidikan dan Pelatihan Pekerjaan Umum dan Perumahan Rakyat (PUPR) Wilayah I Medan for 18.758 and significance value 0,000. The value of R Square is 0.497. This shows that 49,7% variable of attachment of Balai Pendidikan dan Pelatihan Pekerjaan Umum dan Perumahan Rakyat (PUPR) Wilayah I Medan can be explained by variable of individual characteristic, organizational climate and compensation while the rest 50,3% do not do research.
