There is a tendency in today's world of education to return to the idea that children will learn better if the environment is created naturally. Learning will be more meaningful if the child "experiences" for himself what he learned, not 'knows' it. Target-oriented learning of material mastery proved successful in short-term 'remembering' competitions, but failed in equipping children to solve problems in long-term life. Target-oriented learning of material mastery proved successful in short-term 'remembering' competitions, but failed in equipping children to solve problems in long-term life. The objectives of this study are: (a) Want to know the improvement of ips learning achievement after the implementation of active learning methods of targeted teaching models. (b) Want to know the influence of ips learning motivation after the active learning method of targeted teaching model is applied. This study uses action research as many as three rounds. Each round consists of four stages: design, activities and observations, reflections, and reflections. The target of this study was grade VII.7 students of SMP Negeri 11 Binjai. The data obtained in the form of formative test results, observation sheets of teaching and learning activities. From the results of the analysts obtained that students' learning achievements improved from Pre Cycle to Cycle II namely, Pre Cycle (62.5%), Cycle I (75%), Cycle II (93.75%). The conclusion of this study is that the active learning method of targeted teaching model can have a positive effect on the learning motivation of SMP Negeri 11 Binjai students, and this learning model can be used as an alternative to IPS learning.
