IMPLEMENTASI KEBIJAKAN KEPALA DESA TERKAIT PENGGUNAAN ALOKASI DANA DESA BANDAR SETIA TAHUN 2017

Abstract

Implementation of village head policies related to the use of village fund allocations, namely, communication that does not involve the community, inadequate funds, funds that are not issued according to established policies, and there is no transparency in budget details. This study aims to determine the implementation of the Village Head's policy regarding the Use of Village Fund Allocation in Bandar Setia Village, Percut Sei Tuan District, Deli Serdang Regency in 2017. The method used in this study was qualitative descriptive and the informants of this study used a purposive sampling technique on 10 informants. This study uses primary data collection techniques, namely observation and interviews and by using secondary data techniques, namely documentation and literature study. The results of this study indicate that the use of ADD in Bandar Setia Village from several aspects that the success of implementation is determined by aspects of communication, resources, bureaucratic structure, while the disposition aspect is only as a support because the attitude of implementing policies is not open and relies on experience and policy implementation continues. . And the non-compliance with Government Regulation number 43 of 2014 article 81 paragraph 2.
